Village Board Ends Year With Donations, Zoning

Mayor Joe Werner presented checks to several local organizations on behalf of the Mokena Mayors Charitable Foundation at the Village Board's final meeting of 2012 on Dec. 10. Other business included the annual audit, property annexation, and zoning change

 

Mayor Joe Werner started off the Dec. 10 meeting of the Mokena Village Board of Trustees by presenting a series of checks to area organizations on behalf of the Mokena Mayors Charitable Foundation. He distributed $18,300 in donated funds among 12 organizations as a part of the foundation's annual donations.

The Mokena Mayors Charitable Foundation is independent of the village government, and all of the money it dispenses is donated by the Mokena community. Werner said he wanted to bring representatives of each organization receiving a donation before the board and the public in order to highlight the work that they do for the community outside of the public eye.

"What this is really all about is the opportunity to help great people do great things for people in our community that we, as I said, don't really get a chance to necessarily always see," Werner said. "We don't realize how many people there are out there that have all different kinds of needs, and this group of people that you met tonight and the young folks that were with them are a demonstration of that."

The full list of donations awarded by the foundation this year is as follows:

  • $4,000 to Mokena Marley FISH
  • $2,400 to Girl Scout Service Unit No. 41
  • $800 to Boy Scout Troop No. 40
  • $800 to Boy Scout Troop No. 725
  • $800 to Cub Scout Pack No. 39
  • $2,000 to Mokena Senior Citizens
  • $400 to Will County Children's Advocacy Center
  • $3,000 to the foundation's scholarship fund
  • $400 in Student Government Day bonds
  • $500 to the Mokena Women's Club
  • $2,000 to the Mokena Cancer Support Center
  • $1,200 to Lincoln Way Special Recreation

Other village business at the meeting included the approval of an audit of the district's financial reports for the fiscal year that ended in June 2012. The audit was conducted by Ed McCormick of the auditing firm of Mulcahy, Pauritsch, Salvador & Co., Ltd., who also presented a report on the audit to the board.

McCormick gave the village's finances a clean bill of health, stating his opinion that the financial statements the board provided were accurate and praising the village for what he called its responsible and conservative fiscal policy.

"You're conservative on the revenue side, and you're realistic on the expenditure side, and it works in the budget," McCormick said. "So when the actual numbers come in, your revenues were much higher, but even with the expenditures, you were still well within your means."

The board also approved, via unanimous vote, a motion to annex 1.25 acres of property located at 19715 S. La Grange Road into the Village of Mokena. The land had previously been part of unincorporated Will County, but its owner, Dennis Peters, requested the annexation. He also requested a rezoning for the property, which the board also approved, classifying it as a C1-A general commercial property to allow for an auto repair business, outdoor storage and a residential dwelling unit.

A motorcycle shop, a computer repair shop, a music store and a window replacement business are all currently located on the land, along with an apartment above the window store. The annexation will grant the village authority to regulate the zoning and use of the land and profit from sales tax revenue generated by the businesses.

The board also passed an ordinance amendment to update the village's current zoning regulations and definitions. The new zoning ordinance makes four main changes to the village's current zoning regulations:

  • Businesses that are open 24 hours a day but aren't always attended by employees—such as a 24 hour gym with controlled access for members only—must receive a special use permit from the board.
  • Charity drop-off boxes are only permitted at churches, schools, and other institutional public buildings, such as the library.
  • The village no longer restricts the number of colors that can be used on electronic gas price signs. The previous regulations limited such signs to no more than two colors.
  • The village's amusement device fee is now $25, down from $95, in order to comply with the terms of the state's Video Gaming Act.

As a final order of business, the board voted unanimously to cancel its Dec. 26 meeting, making Dec. 10 the final Mokena Village Board meeting of 2012.

It's interesting how our Mayor now states " his organization is independent from the village " but he uses our TAX MONEY ( village employees during work hours ) to put together the functions of HIS charity ! This is so wrong on every level and if you watched the meeting last night his constant self promotion and need to always be the center of attention even joking about " Wigs " when the Cancer Support Center representative was explaining what services they offer . Hey Mayor they were talking about patients who have lost their hair due to cancer treatments and your joking about it was extremely disrespectful ! There are over 100 Charities in Mokena and they are all deserving so how do they get a check from you or get to use the same resources you do ? You use your position of Mayor and its powers to use resources others cannot and that's absolutely WRONG !

I tuned in late to meeting last night and I still cannot get it out of my head or figure out what was Mayor Werner talking about when he was standing up talking about his suit ? Why or how does he think its part of a Village Board meeting to ramble on about himself , It was really kind of weird ! Really Weird !

So it is made clear, all the Charities present last night are well deserving , dedicated community organizations who have nothing to do with the "Mayors abuse of Village Resources". There are also dozens of other deserving Charities in our Community and they should all have been included in this process ! Their exclusion by the Mayor is shameful !

After watching the December 10th Mokena Village Board Meeting, I'm CONFUSED. At some point in time our Village Counsel meetings have apparently been transformed into a talk show, hosted by Mokena's answer to Oprah, Mayor Joe Werner. While the work of the Mokena Mayor's Charity Foundation has always been commendable, the long-winded presentations by our Mayor merely serve to further his own self-aggrandizing agenda, and subsequently diminish the good deeds of the Foundation and its benefactor charities. It's also painfully obvious that our Mayor and Village Board have little "real" business to deal with, since Mayor Joe can pontificate relentlessly on his recent weight loss. The only thing missing from the weightloss monologue was the coaster wagon filled with fat-trimmings, "a la Oprah". If there's such a thing as a local cable access awards show, last nights meeting should surely be a contender for "Best Talk Show masquerading as a Village Board Meeting".

As taxpayers we entrust out elected officials ( Mayor Werner and Trustees ) to use our tax dollars for the business of the Village and not for any pet projects or personal gain. We expect any deviation of this to be brought to us in a forethcoming and transparent fashion like a board meeting on the Agenda and open to discussion . We expect out officials to hold themselves to a higher legal and moral standard and be guardians of our tax money, but our Mayor seems to think he has a little "slush fund" using OUR money to promote HIS CHARITY using Village Employees , Equipment and Time . It doesn't matter that he gives monies raised to other Charities its obvious he does it to "promote himself and gain Politcal Mileage " and if you doubt this watch the Dec 10 th board meeting and watch the " Werner Show " . It would be so more genuine if a Charity were to come to a board meeting in the future and "Thank the Mayor " but he needs to control the propaganda and its blatant . Mayor you know residents are offended by your actions so JUST STOP !

To the PATCH STAFF , you can see there is a problem here with resident concerns of how their tax money is being spent and it seems a legal issue . There obviously is an Ethical Situation so take a look FOIA Documents and find out what the Mayors Charity costs the Taxpayer and find out if other Charities get the same opportunity ! The Mayor and Village Board and Attorney were asked in Aug. 2011 by letter and in Oct. 2011 ( Southtown Speak-Out ) statement "well before it would become a Political Issue "to please stop using our money in this fashion but its still going on ! The Mokena Mayors Charitable Foundation is an entity that should not be stained by inappropriate actions ! WE'RE WATCHING !

Need explanation,

My understanding of the situation is that the only resources used by the mayor that are not typically available to other charities is his use of the village phone line for entries in the foundation's chili party. This likely totaled less than 10 phone calls (the mayor said the party typically includes about eight chilis).

If "Mayor Joe" spent even 1/4 of the time he spends promoting himself, his pet projects/hobbies, etc. on promoting and growing our Village we'd probably have a tax base similar to that of our neighbors, Frankfort & New Lenox. Can't wait to see how much campaigning our "Mayor" does from his pulpit when the election season starts, in earnest!

Look at the " Golf Outing "Anna ,the Chili Party is a small event . You listen to a mayor who didn't openly disclose to you about the Consent Agenda being used to slip approval of the resource use through ? You had to call him again to have him be forthright about it ! Look at the Golf Outing ! It's your job to look into things , break a story !

Set aside the fact the monies raised goes to other local Charities who can easily be found and do not need a " CONDUIT " as he calls himself ! Also let him publicly explain at a Board Meeting how our other local charities can utilize these services , theres over 100 and we would probably have to hire a someone for the service !
