D159 Board President Resigns

John Troy, Mokena District 159 board member since 2009 and current board president, resigned effective Monday, July 23. Troy plans to apply for the district's open business manager role and resigned to avoid any appearance of impropriety.

John Troy, President of the Board of Education, resigned Monday, July 23. The resignation comes just two weeks after Troy voiced his interest in the district's vacant business manager position.

“I am resigning my position on the Mokena Elementary School District Board of Education effective today [July 23]. Concurrent with my resignation I am submitting my application for the school district business manager position,” Troy's letter read.

Previously Troy, who is currently attending Northern Illinois University to attain certification as a chief school business official, said that when t the timing was “nearly perfect,” for him.

“This is my career choice, it's what I've gone to school for,” Troy said. “If I could serve the district in that capacity, I'd be more than happy to do that.”

Troy resignation letter adds that, while the board informed him resignation was not necessary unless he is hired for the business manager role, “I have decided that in order to avoid any appearance of impropriety I am resigning today concurrent with submitting my application.”

yeah, no risk there. Its not like the supt.'s job would survive trying to recommend someone else for the position. the fix is in.

Here is the test to see how much has changed. Will is be the same old stuff or will the board actually do what they said they will do and represent the kids?

I personally feel that Mr. Troy would be an excellent choice for the position, as a Mokena resident, he has a stake in the community, I wish him good luck. Thank you.

Regardless of the qualifications – since the prior information regarding Troy’s intent was published to the public, the appearance of impropriety already exists. This is completely unprofessional of Troy and the current Board if the thought to review an application from Troy is considered. The constituents of the District deserve complete transparency and a true election process of a new Business Manager must take place.

I disagree with Opinion 1. This is not unprofessional and I applaud Mr. Troy for resigning prior to even putting in his application. As the Board pointed out--and what usually happens--is an elected official applies for an appointed position without ever resigning. If he or she gets it, then they resign. Mr. Troy is taking it a step further. I see no problem with an elected official resigning his post to pursue a dream job. This is a practice that happens quite often and it shouldn't be a major concern for the public.

"A dream job"...are you kidding me? Are we saying that the past business managers got us into the dilemma we are in. Lets go back and remember that Mr. Troy was on the board that approved what the business managers had recommended. Had Mr. Troy been so intelligent in this area why did he approve these things? Yes he is doing the right thing by resigning and if the Superintendent decides on another candidate with more experience (which is likely). Then he will not be on the board either. Actually being on the board is a black mark against Mr. Troy. It is the responsibility of the Superintendent and the school board to hire the most qualified, not the one who is aware of the problems. Who will become the Vice president as I am assuming the vp will become President. The Superintendent I hope will follow the steps to get the most qualified Business Manager and not just the person most familiar with the situation.

I have a question, although Mr. Troy has been on the Board since 2009. Do you know if he voted for all this spending that has gotten us into this mess or could he have voted nay. I can say that Mr. Troy has done nothing but good since I have been following the Board. The problems are Mr. Peters, whose spouse works for the district and gets the benefits of any pay or other increase in benefits voted on, and then there is Mrs. Moore, she doesn't even attend because she doesn't live in the area most of the time. How can this member vote on anything when she is never here. As a person who has been under residency rules most of his adult life, I can tell u that that stunt has been tried by numerous employees and it never worked. Where you live is where you are the majority of your time. Thank you.

Well, RW, I'm not going to guess at what you consider 'wasteful spending', but since I can tell its one of your personal hot buttons, I can't help but ask why you are constantly on Peters and Moore for being 'referendum happy', but yet Mr. Troy always get a pass with you, even though if you look back to his first two years on the board, Mr. Troy was at least as pro referendum as those two, possibly even more so. Also, looking at the D159 records, I see that Mrs. Peters is paid $ 8.37 per hour- given that the starting salary at McDonalds is currently around $ 9.00 an hour, I'd hate to see what would happen if there wasn't a benefit to your husband being on the school board! I am extremely curious why Mrs. Peters minimum wage, part time job with no benefits constitutes conflict of interest for Mr. Peters, while the thought of using the same influence to obtain a $100 thousand dollar a year PLUS benefits and pension position as business manager raises no red flags for Mr. Troy?

Cannon fodder, I stated that it is as long as I have been following the Board, I only started in after the last election and the last ref failure(thank God). I didn't mention the referendum, I mentioned that Mr. Peters's wife works for the district, and it is probably a more pleasant position than working for McDonalds. and Mrs. Moore really does not reside in the district as far as I can see. Maybe she is here on a few weekends, right. but I think that they would vote for a referendum at the drop of a hat, and that is my opinion. It is also my opinion that another referendum would fail by more than the last ones. Thank you.

'If I could serve the district in that capacity, I'd be more than happy to do that.'” I never said it was MY dream job. But he certainly makes it sound like it could be his.

Mokena - flush with cash and dolts running the zoo. I call it " little Chicago". Sooo many M-plated muni vehicles running around. Put business manager on next ballot just to show the game isn't rigged.

Absolutely. I didn't mean to offend you, if I did. I was merely explaining how the balance of appointed vs. elected officiating works and how conflicts of interest are avoided. If you feel there should be no crossing over between the two types of jobs, you're certainly entitled to your opinion :)

Dear Mr. Markham, I would like to know why the purported 2% projected increase for district administration is not 2%. My calculations show only two people getting a 2% raise: the Director of Building and Grounds and Director of Technology. While the Director of Business Operations show a projected 25.71% increase and the Director of Student Services is getting a 66.67% increase. The numbers and percentages don't align with what's being reported. I would like to know what's going on. If there is extra money, shouldn't this money be used back into school programs or updating our bullying policies or just save it? I would like more explanation regarding the administration raises. Can you please explain so that I may better understand why this is happen the way it is? I will try to attach a photo of the calculations in this news thread, Can you please review and explain why some of the positions are getting an exorbitant increase? Please advise. Thank you.

No backroom deals, huh? Troy: Hey Markham, I'll give up my seat as president so long as you give me the position of Director of Business Operations and a bump in salary. Markham: Ok, sounds good to me. Sounds like a backroom deal to me. D159 School Board, please prove me wrong and tell me this was not part of some backroom deal. Please explain and justify the administrations pay increases. Parents, when we do not participate and get involved, this is the result: questionable actions without any inquiry and consequences. All I want is the truth and for the school board to do the right thing. I don't believe this is the right thing. Prove me wrong. I thought we were turning things around? I thought we were taking steps toward the right path? What's going on?
