A Will County Board committee approved a resolution endorsing concealed carry in Illinois in a 4-1 vote, Sun-Times Media reports. Supporters claim the committee’s vote will send a message to Springfield as they work on drafting a new conceal carry law to meet a June 9 court deadline. Sheriff Paul Kaupas says he supports concealed carry “with limitations,” including background checks and classroom instruction on gun safety. “Forty-nine states have it,” he said. “Illinois doesn’t. And I can safely say the 49 states that have it have a lot less problems than Illinois does.” The advisory resolution will now move to the full board for a March 21 vote. On Feb. 19 and Feb. 22, the state will stage public hearings to discuss a new concealed carry handgun law for Illinois.
Gun control hearings will convene before an Illinois House committee later this month, says Speaker Mike Madigan, and there will be much talk about a new concealed carry law. One hearing will take place in Chicago on Feb. 22, at the Michael A. Bilandic Building in Chicago. No determination of when the 10-judge panel will decide whether to look at last year's decision.
Illinois' attorney general Lisa Madigan has asked the entire 7th Circuit Court of Appeals to review a December ruling that overturned the state's ban on the concealed carry of handguns in public. The Chicago Tribune reports that the move is aimed at challenging the decision by a three-judge panel of the court, which ruled 2-1 that the state's longtime ban violated the Second Amendment. If the court accepts the petition, the case would be reviewed by all 10 appellate judges. If the court rejects the petition, Madigan would have to decide whether to appeal to the U.S. Supreme Court. The Illinois House is considering legislation that would add a 2 percent tax to ammunition sales. The money would go to trauma care centers in high crime areas, including Chicago.
Illinois gun owners could face a 2 percent tax on ammunition if proposed legislation makes its way through the General Assembly. House Bill 5167 is expected to yield up to $1.2 million a year, according to Illinois Statehouse News. The Illinois Department of Public Health would give the revenue to trauma care centers in high crime areas, including Chicago. A co-sponsor of the bill said it's part of the "fight against gun crime," but National Rifle Association lobbyist Todd Vandermyde argued it's an “unconstitutional poll tax."
